LECTURER AND STAFF DEVELOPMENT TOWARDS UIN

The conversion of IAIN into UIN is an awaited expectation by all parties. Many things are required in order to carry out the existence of the conversion’s name from Institute to University. At least, its core will make changes in the role and function of this college. To prepare it well, it requires some real steps in this conversion.
1.    General Problem
Generally, conventional bureaucratic model is still seen being compulsory in IAIN campus. So, there are many constraints that are difficult to solve. They were found in the field. For this reason, it requires the pattern of change in the modern bureaucratic model based on official system that sets out the principle of integrated service, one-stop, brief and hold on the prime service. Service with the standard products will satisfy all parties associated with IAIN Walsiongo, among parents, students and public. The existence of modern bureaucratic management model, the campus is expected to get more improvement in all sectors. It also requires functional and structural official.

2.    Institute Development
Institute development occurs when it still to be IAIN is very limited. Because the available budget in the program implementation is still limited by the state (Ministry of Religious) and fund from student input. So the movement and step to improve the institution had delayed. Unlike if it turns into UIN, the budget can be sourced from Ministry of Religious, Ministry of Education and Culture, Central Java Provincial Government and the City of Semarang. When it turns into UIN, the institution development will be easier to do.
The institution development that is meant to be oriented to nine development programs:
a.       Human Resource Development
b.      Education Development
c.       Research Development
d.      Public Service Development
e.       Network Development
f.       Library Development
g.      Laboratory Development
h.      Innovative Creation Development
i.        Religion and Science Development

3. Enforcement of Human Resource
            a. Lecturer
                        Lecturer of university should have doctoral education qualification. It is needed sustainable educational program for all lectures who has not got doctoral education.  Besides, lecturers need to be encouraged to master foreign language.  To support this program, the score of IMKA (Arabic) and TOEFL (English) should gradually be monitored by routine examination. By mastering foreign language, lecturer will be easy to do some research in abroad and make international article journal.
            b. staff
                        The staff of university who has structural position should have magister qualification based on their field. So, for staff who still has undergraduate qualification  should be encouraged to continue their study and  campus should provide scholarship for them. The staffs are hoped to master foreign language in order to prepare principle of good service. They are also required to participate in certain training or workshop. By this activity, mental and culture of the staff will be more systematically organized, constructive and friendly in their service.
4. NETWORKING MODEL
Networking model that has been developed in IAIN Walisongo needs to be expanded with principal G to G and B to B. It means that the existed network needs to be developed for the higher level, where IAIN needs academic and financial profit.  For the first step, academic profit is emphasized because it is the soul of the institution. In the future, financial profits are also needed to be the target this model of networking. Networking developed also needs to be directed in the eastern and western zone. Both western and eastern zone should be balance, in order for Islamic aspect and western worldview can be combined well.
5.  Program publication
            So far, the publication program in IAIN Walisongo is still minimum. Accordingly, The good programs of IAIN are heard by a few people. Later, the publication program should be managed as good as possible. Public relations not only become a small unit but it also should be expanded its role and  function. Each faculty and institution needs to establish “public relation department”. It is very important to perform three aspects: organizing the program, writing some programs and publishing the programs. Publication are held in there three patterns including campus internal media, social networking, and public media (newspaper, television, and radio). Later, IAIN should have television stations and radio that are professionally managed and can be accessed by public.
